Primitive, Ramshackle, Apprentice, Journeyman, Mastercraft, Ascendant
There are 6 quality levels for Weapons, Tools, Armor, Shields, and Saddles. Using Engrams you can only craft Primitive quality items. However, blueprints allow access to the higher levels. Keep in mind that there is a wide variance in these items.
For example I have spawned in 20 Shotgun blueprints at quality 100 and the difference in the blueprint requirements and the statistics of the item crafted varied wildly. So just because you find an Ascendant Blueprint doesn't mean it will be decent but by rights it should be pretty good. Always compare your blueprints to make sure you don't throw away a really good one.
To change the quality of an item or blueprint that you wish to spawn in you'll need to adjust that number in the spawn command as follows:
(spawns 1 Primitive Assault Rifle)
cheat GiveItemNum 2 1 1 false
(spawns 1 Ascendant Assault Rifle)
cheat GiveItemNum 2 1 1000 false

Notes On Using Spawn Codes
When spawning a craftable item you almost always get a blueprint regardless of the spawn code settings. This is something that has been implemented by the devs and cannot be overridden. One thing you can do, however, is spawn in the blueprint and the resources required to craft it. While this is a pain in the butt, it does have the upside of getting the XP from crafting the item.
Scorched Earth Items for the most part do seem to obey the spawn command as far as spawning an item or blueprint. This may however change in the future.
Keep in mind also that using these spawn codes on a server means you would usually start the command with AdminCheat but in Single Player you would start the command with just Cheat.
