This assignment is straightforward enough. Just keep these points in mind and you should do fine:

A Quake opens up this assignment and frees Whisperwind.
Having Stonewall use his Quake power will free Whisperwind, get rid of the bees, and open the basement.
A quick Kinesis makes sure they find the book fast
You need to use Boo's Kinesis power to move the book out into the open so that they will find it.
Weatherwitch using Siren Song ensures they find the entrance to the basement quickly
To have them find the basement quickly, have Weatherwitch use Siren Song near the entrance to the basement.
You can give the Professor a good jolt and free Moonscream at the same time
While you are scaring the Professor you can have Moonscream use her Spooky Surprise power. This will scare the Professor and set Moonscream free.
Even without Quake this assignment can still be a snap. But you'll have to use Tremor next to the outhouse to get rid of the bees. Then use Gusts to uncover the doors to the basement. For Whisperwind, you'd use Aether in the same hallway and use Shattering Song.
Either way, you can still free Moonscream by scaring the professor using Strange Vision. That way you can free her, scare the professor, and timed right you won't scare the others.
Raindancer is a bit less lucky, though usually someone uses the outhouse and will free her while you work on the Professor.
